(unless there's some place you can tweak this that I'm not aware of) I use this all the time to stack up posts to appear every couple of days, by setting the timestamp out in the future. I can understand having a static page above your posts, or in front of them, but for a single blog post to appear at the top, wouldn't you be better adding a div to float above the post area? The cheating way to make a sticky post at the top of the page is to set the date to some time distantly in the future (say, April 7, 2017).
